During the Speaker selection in January 2023, I fought for important process reforms that decentralized power in the House of Representatives, opened up the legislative process, and ensured that rank and file members are able to effectively represent their constituents. These process reforms included:
The Single Subject Rule, which requires bills to be narrowed to a single subject to ensure that leadership cannot combine a bunch of unrelated provisions into a large package. Allows each topic to be voted upon on its own merits.
The 72 Hour Rule, which requires a bill to be released 72 hours prior to voting on the floor. This allows Members and their constituents to read and evaluate the policies in each bill prior to voting on them.
Allowing appropriations cuts through amendments, making in order all appropriations amendments that reduce spending.
The Holman Rule, which allows Congress to cut spending for the salary of a federal government employee or eliminate funding for a specific office within an agency. This allows Congress to hold federal employees and agencies accountable for their actions by imposing serious penalties for inappropriate actions.
Motion to Vacate, which restores the long running procedure that allows any Member of Congress to offer a privileged resolution to remove the Speaker of the House by a majority vote. This important provision holds the Speaker of the House accountable to the Members of their party and allows rank and file members to address grievances with leadership.
Placing Conservatives on the Rules Committee, which secured three positions on the Rules Committee for conservative Members of Congress. This ensures that conservatives have a seat at the table and can reject bad legislation before it gets to the floor.
A new Weaponization Subcommittee on the Judiciary Committee to investigate the weaponization of the federal government against American Citizens.
