Divesting from Communist China's Military Act

Washington, D.C. - Congressman Scott Perry (PA-10) introduced his Divesting from Communist China’s Military Act to tighten sanctions on Chinese military companies operating in the U.S. and undermining and threatening American prosperity. Senator Rick Scott (R-FL) is introducing companion legislation in the U.S. Senate.

“Our greatest enemy should never have access to, nor benefit from, our capital markets or military procurement process in any way; it’s ludicrous, and shouldn’t even have required legislation, but it does,” said Rep. Perry. “I’m happy to join forces with Senator Scott to get this through Congress, to the President’s desk, and stop this insanity once and for all."

Senator Rick Scott said, “Communist China and Xi Jinping have shown time and again that they are our enemy, and American investments should not be used to support them in their attempt to destroy our way of life. For too long, Chinese companies have been given free rein to lie, cheat, and circumvent U.S. regulations intended to keep American investors safe and American dollars out of the hands of companies, like those associated with the Chinese military, bent on ruining our economy and our country. This bill is a commonsense effort to keep Americans’ money out of the hands of our enemies.”

The Act mandates full parity between the U.S. Treasury’s Non-Specially Designated Nationals (SDN), Chinese Military-Industrial Complex Companies (NS-CMIC) List (bars Chinese Communist Party companies from accessing American capital markets), and the Department of War’s 1260H list (annual list of Chinese military companies that operate directly/indirectly in the U.S.).

The 1260H CMIC list faces a procurement prohibition beginning on June 30, 2026. Allowing these companies to benefit from American capital runs counter to American interests. This critical legislation aligns the two lists, strengthening our sanctions regime.

Vehicle Electronics in Real-time Act

WASHINGTON, D.C. — Congressman Scott Perry (PA-10) and Congressman Randy Weber (TX-29) co-sponsored Congresswoman Diana Harshbarger’s (TN-01) Data Rights for Information and Vehicle Electronics in Real-time (DRIVER) Act to codify vehicle data ownership rights.

The digitization of vehicles and subsequent extensive production of vehicle data, necessitates swift action from Congress. Previously, all essential vehicle information – i.e., mileage, diagnostics, fuel levels, location data, etc. - belonged to the vehicle owner. The DRIVER Act ensures the privacy of this data, bucking the trend of auto manufacturers to effectively erode property and privacy rights.

"Auto manufacturers are secretly tracking where, when, and how you drive - and it’s an obvious threat to your Constitutional right to privacy,” said Congressman Perry. “Our DRIVER Act restores your property rights, ownership of your data, and revokes self-awarded, all-access pass to private property. When you buy a car, it's yours - to include your vehicle-generated data. The DRIVER Act is a win for common sense and drivers across America."

“If you buy the car, you should own the data. It’s that simple,” said Congresswoman Harshbarger. “Automakers have quietly taken control of information that rightfully belongs to consumers. The DRIVER Act restores those property rights, strengthens privacy protections, and ensures no foreign adversary can access Americans’ sensitive vehicle data. This bill puts Americans back in the driver’s seat and protects our data and national security in the digital age.”

"In a day and age where data collection is the new gold rush, Americans shouldn’t lose control over their own personal information just by turning the key in their car,” said Congressman Weber. "Drivers deserve clear ownership of the data their vehicles generate and the peace of mind that it isn’t being misused or sent overseas. Freedom from Union Violence Act

Washington, D.C. - Congressman Scott Perry (PA-10) just introduced the Freedom from Union Violence Act, to rectify a deadly loophole in the 1946 Hobbs Anti-Extortion Act that enables union officials to perpetrate violence, extortion, and other crime in pursuit of union objectives.

“I was shocked to learn that unions can literally terrorize non-union workers into either joining a union or quitting their jobs altogether, which has included many forms of violence up to and including even murder,” said Congressman Perry. “For decades, bad-actor unions have gotten away with this because of a much-abused loophole the Supreme Court carved out through the Hobbs Anti-Extortion Act. My bill, the 'Freedom from Union Violence Act,' closes that loophole once and for all. Americans – all Americans - are subject to the same laws and penalties, union member or not.”

The Supreme Court Enmons decision (1973) held that strike-related violence cannot be prosecuted under the 1946 Hobbs Anti-Extortion Act, which created a loophole empowering chaos and criminality, so long as the perpetrators believe they’re pursuing “legitimate union objectives.” As a result, decades of union violence (much directed at coworkers merely disagreeing with a strike) came with zero consequences. This not only emboldens more violence, but creates an untenable, dangerous, and inequitable system by which a special/select group of Citizens (unions) may act without impunity whereby Citizens in similar situations would otherwise be held accountable.

According to the National Institute for Labor Relations Research, since Enmons, approximately 12,000 incidents of union violence resulted in 203 deaths and over 6,600 injuries to American workers. Other law enforcement records indicate that as much as 80-90% of union violence reported to police goes unreported in the media.

Congressman Perry’s bill not only rights a wrong by closing the Enmons loophole, but most importantly, keeps our workers safe by raising awareness of this issue.

“Everyone loves chocolate. But confectioners of all sizes are under significant threat if we don’t revise the looming tariffs on our chocolate manufacturing industry,” said Congressman Scott Perry. “With the support of my colleagues, I contacted the Trump Administration to request a fair and balanced trade policy – one that won’t inadvertently hamstring thousands of hardworking Americans in the chocolate industry, especially here in Pennsylvania. I specifically asked the United States Trade Representative to exclude cocoa beans and its related products from tariffs, because cocoa cannot be grown in the U.S. - it must be imported. Cocoa trees grow exclusively within 20 degrees of the Equator, making America’s chocolate industry entirely dependent upon imports because there’s no alternatives or substitutes. These products fuel a thriving domestic chocolate manufacturing industry that employs tens of thousands of Americans, many of them in Pennsylvania – precisely the kinds of domestic manufacturing jobs the Trump Administration is working so diligently to protect.”

Congressman Scott Perry Introduces "Republic of Somaliland Independence Act"

Washington, D.C. – Today, Congressman Scott Perry (PA-10) introduced the Republic of Somaliland Independence Act, legislation formally recognizing Somaliland as a separate, independent nation. The bill redirects U.S. foreign policy to align with a new, stable and self-governing partner in a region of increasing strategic importance to the United States.

“For more than three decades, Somaliland demonstrated the kind of governance, stability, and cooperation that America should support,” said Congressman Perry. “Foreign adversaries are on the march in Africa and around the globe, and it’s in our national interest to strengthen relationships with reliable partners who share our values and contribute to our security – whenever and wherever possible.”

Somaliland straddles key global shipping routes located along the Gulf of Aden near the Bab el-Mandeb Strait. Currently, the government and political system of Somaliland already operates independently of Mogadishu, the unstable, conflict-ridden and fractured capitol city of Somalia. Somalia’s meritless claims over Somaliland hinder the United States’ ability to forge deeper diplomatic ties with Somaliland, a responsible partner nation that maintains internal order, conducts democratic elections, and actively counters piracy and extremism.

“Somaliland has established itself as a stable, democratic, and reliable partner in East Africa. As China expands its influence across the globe, strengthening our alliances with free nations like Somaliland is more important than ever," said Congressman Andy Ogles (TN-O5). Congressman Scott Perry Introduces "No Desire for Streetcars Act"

Washington, D.C. – Today, Congressman Scott Perry (PA-10) introduced the No Desire for Streetcars Act, a bill prohibiting mass transit pet projects masquerading as legitimate public infrastructure.

“Beauty is in the eye of the beholder, unless we’re talking about publicly-funded streetcars – expensive, ugly, and slow,” said Congressman Perry. “Academic, out-of-touch city planners are the only proponents of building roads to nowhere. Streetcars are the worst of the worst - dysfunctional and expensive at best, and funnel tax dollars to large coastal cities and out of the pockets of hardworking Americans.”

The No Desire for Streetcars Act ends funding for the D.C. streetcar boondoggle, and for any current or future copycat transit infrastructure projects. In Washington, the streetcar cost exceeded $200 million, took years to implement, and never collected a single fare.

Washington D.C. is phasing out the streetcar line by 2025, and replacing it with an electric bus after the abject failure of the decades-long project. Taxpayers can’t afford another failed mass transit project, and the No Desire for Streetcars Act eliminates the risk of one by codifying common sense.

Congressman Scott Perry Introduces the Taiwan PLUS Act

Today, Congressman Scott Perry (PA-10), with Senator Rick Scott (FL), and co-sponsored by Congressman Tom Tiffany (WI-07), introduced the Taiwan PLUS Act to strengthen U.S.–Taiwan defense cooperation and ensure peak efficiency in delivering vital weapons systems to deter the Chinese Communist Party (CCP).

“Taiwan is on the front lines of CCP’s growing aggression, and it’s time our policies reflect the urgency of the threat,” said Congressman Perry. “This legislation streamlines our arms sales process to Taiwan, strengthens deterrence, and solidifies our commitment to defending American interests in the Indo-Pacific.”

Under current law, Taiwan must wait for congressional notification and a 30-day review period when requesting critical weapons systems exceeding low financial thresholds – $14 million for major defense equipment, $50 million for defense services, and $200 million for construction support. The Taiwan PLUS Act boosts these thresholds ($25 million, $100 million, and $300 million, respectively) to the same levels afforded to “NATO Plus” partners and shortens the review window to 15 days. By elevating Taiwan to the same status as trusted U.S. defense partners like Australia, Israel, and Japan, the bill removes red tape and improves speed and efficiency in military aid.

"Communist China has tried to intimidate and overpower our ally, Taiwan for years. Communist China has made clear they are more than willing to invade Taiwan as it continues its attacks on democracy around the world, and the United States must make clear we will continue to stand by Taiwan," said Senator Rick Scott.The Taiwan PLUS Act will cut red tape and make it faster and easier for Taiwan to purchase the weapons it needs from the U.S. to defend itself should Communist China invade. Taiwan is a critical partner in the Indo-Pacific, and the U.S. must act with urgency to strengthen our defense ties to help our nation and our ally counter these threats from Communist China."

“Streamlining the arms sale process will help ensure that Taiwan can defend itself in the face of Communist China's reckless and relentless campaign of intimidation, said Congressman Tom Tiffany. "Promoting greater US-Taiwan security cooperation benefits both of our countries, and that's exactly what this bill will do."

Taiwan already is one of the United States’ closest defense collaborators – the top Foreign Military Sales customer in FY20, and historically tied with Japan as the third largest buyer since 1950. This bill ensures that future sales meet the moment by providing Taiwan with the tools needed to defend itself when needed.

As the CCP continues to escalate its hostile posture, the Taiwan PLUS Act sends a clear and unambiguous message: America stands with Taiwan, and will ensure our partners have the means to protect peace, freedom, and security in the Indo-Pacific.

Congressman Perry's Falun Gong Protection Act Passes the U.S. House of Representatives

Washington D.C. – Today, Congressman Scott Perry (PA-10)’s Falun Gong Protection Act to impose sanctions on the Chinese Communist Party for engaging in forced organ harvesting and other human rights violations against the practitioners of Falun Gong passed the United States House of Representatives.

“The United States, as the beacon of freedom around the world, cannot be silent when the Chinese Community Party is engaged in systemic torturing, incarceration, and forced organ harvesting of Falun Gong practitioners,” said Congressman Scott Perry. “I’m encouraged by Congress taking steps to hold the CCP accountable for these atrocities.”

In 2020, the Independent Tribunal into Forced Organ Harvesting from Prisoners of Conscience in China found an “incomprehensible gap” between the number of transplant operations in the People’s Republic of China in comparison to the number of eligible registered donors. Falun Gong practitioners are a main source of organs for forced organ harvesting in China.

The Falun Gong Protection Act imposes sanctions on those who participate in or facilitate forced organ harvesting. The bill directs the Secretary of State to determine whether CCP’s persecution of Falun Gong constitutes crimes against humanity or genocide, alongside a required report on CCP organ transplant policies and practices. Additionally, the bill makes it U.S. policy to avoid any cooperation with the CCP as long as its forced organ transplant industry continues.

The world is becoming aware of the atrocities committed against people who simply want the freedom to practice their religious beliefs – like the practitioners of Falun Gong.

Congressman Scott Perry Introduces Eliminating the RFS and Its Destructive Outcomes Act

Washington D.C. - Today, Congressman Scott Perry (PA-10) announced the introduction of the "Eliminating the RFS and Its Destructive Outcomes Act," a critical piece of legislation designed to eliminate the Renewable Fuel Standard (RFS) and its significant harm upon American consumers, workers, and the environment.

"Eliminating the RFS is a vital step in preserving essential jobs and reducing inflationary pressures," said Congressman Scott Perry. "By removing this mandate, we can curb the rising costs that are stretching household budgets to their limits.

While the RFS was intended to foster the use of environmentally friendly fuels, the environmental benefits of ethanol, particularly in replacing gasoline, are highly questionable. When evaluating the full environmental impact of increased corn production – including the water, land, and energy resources required – it’s clear that the RFS has produced net negative environmental consequences.”

The RFS originally was enacted with the noble goal of reducing America’s dependence on foreign oil and promoting environmentally friendly fuel alternatives; however, it failed on both fronts. Its unintended consequences have had detrimental impacts on our economy, energy independence, and environment.

One of the most pressing RFS issues is its devastating effect on the American People, particularly due to the negative effects on the domestic refining industry. RFS created regulatory burdens that undermine US refining capacity, and forced many refineries to scale back operations or close altogether – which, in turn, increases our reliance on foreign oil and fuels inflation, and further drives up the prices of food and fuel for American families.
